This festival was basically held to develop tourist attraction and promote the sale of marine products, so this time is the 13th anniversary in 2004.

Jagalchi Cultural Tourism Festival

This is the biggest fish market in the Southeast Asia as well as the most famous one in Busan city, more than 300 sorts of fish coming out to be sold everyday especially during dawn. Jagalchi means all sorts of surrounding stands, fish shops, raw fish restaurants, street vendors etc. stretched from the Marine Products Cooperative Association (Jagalchi branch office) as a hub. Therefore, Jagalchi fish market means the places from dried marine products maket under the Yeond-do grand bridge on the left to dawn market in Nambumin-dong on the right.

Jagalchi, located along the seaside of the south inlet of Busan, is gifted with a beautiful ice-free port in the south and mountain ridges. Jagalchi hosts an important festival in October every year. The Jagalchi Cultural Sightseeing Festival has put up slogans to attract visitors, which read: “Oiso!” (Come along!), “Boiso!” (Have a look!) and “Saiso!” (Try to buy!). Under these slogans, festivities are carried out daily with throngs of both domestic and foreign tourists. Stage performances are common, including 'Opening Stage,' 'Oiso Stage,' 'Boiso Stage,' and 'Saiso Stage.' Each performance improves the sale of seafood, which is what the area is known for.

At this festival there is also the "Try It Yourself" event, which encourages participation from the tourists.

The Opening Stage program consists of five events: the environmental campaign, opening eve performance, gil-nori
(road show), religious service in anticipation of a big seafood catch, and congratulatory stage performances.
The Oiso Stage consists of eleven events, such as the cooking contest for foreigners, relay race using an eel as a
baton, contest to catch eels with bare hands, guessing the correct measurement of fish, etc.
The Boiso Stage offers eleven events, including stage performances of traditional dances from various Asian countries,
the Jagalchi Ajimae Contest (Mrs. Jagalchi Contest), a free boat tour and others
The Saiso Stage is made up of two events: the seafood auction and the Jagalchi fish sales.
